Justin M. List, MD, MAR, MSc, FACP

Justin M. List, MD, Chief Medical Officer for Howard Brown Health, brings national expertise in public health, quality improvement, health equity, and patient safety.

Most recently, Dr. List served as Director of Health Care Outcomes in the Veterans Health Administration at the U.S. Department of Veterans Affairs Office of Health Equity. There, he led enterprise-wide initiatives to reduce healthcare disparities, embed health equity into quality improvement efforts through monetary awards and education on equity-guided quality improvement, and advance High Reliability Organization practices across one of the country’s largest integrated health systems. He supported efforts for screening and offering resources addressing Veteran social drivers of health and health-related social needs. He also drove efforts to address algorithmic bias in clinical decision support supports, such as in clinical equations, by bringing together multiple clinical and operational stakeholders and supporting work with the National Academies of Science, Engineering, and Medicine.

Previously, at NYC Health + Hospitals, the nation’s largest municipal health care system, Dr. List dually served as Chief Quality Officer at NYC Health + Hospitals/Gotham Health, a more than 30-site FQHC network across NYC’s five boroughs and was also Assistant Vice President for Special Projects in the Office of Ambulatory Care and Population Health for the health care system. His work included building a quality improvement infrastructure across the FQHC, bolstering cancer screening systemwide, engaging in facilities and clinical service planning for COVID and long COVID in brand new facilities, chronic disease improvement collaboratives, and clinician peer-support programming.

Earlier in his career, Dr. List worked as the Director of Clinical and Scientific Affairs in the Bureau of Chronic Disease Prevention and Tobacco Control in the NYC Department of Health and Mental Hygiene. He oversaw the cancer prevention and control team, public health detailing team, and clinical tobacco control unit, while also providing scientific input and review on clinical protocols, public health initiatives, and public health communications.

Dr. List received his medical degree from Loyola University Chicago Stritch School of Medicine and trained in the Yale Internal Medicine Primary Care Program. He completed his fellowship in the Robert Wood Johnson/VA Clinical Scholars Program at the University of Michigan where he received advanced training in health services research and health policy. He has additional masters-level training in ethics at Yale Divinity School. He currently is a volunteer clinical instructor at the Yale School of Medicine and has published over 30 peer-reviewed articles and book chapters.
